The Economic Mobility Pathways Program was made specifically to help qualified refugees apply from outside Canada.

The Economic Mobility Pathways Pilot (EMPP) program is an innovative initiative designed to provide refugees and displaced persons abroad with opportunities to resettle in Canada and build a new life.

Through the EMPP, the IRCC will:

  • waive application and biometric fees for you and your dependents

  • review and process your application in 6 months or less (in most cases)

  • cover the cost of medical exams through the Interim Federal Health Program

  • let you access the Immigration Loans Program (ILP), if your application is approved, to help with travel costs, some pre-arrival travel services from the International Organization for Migration, and the right of permanent residence fee

  • let you access the EMPP-specific Canadian Orientation Abroad Programme to help you settle in Canada

and if you choose to apply through the Regional EMPP, the IRCC will also:

  • make it easier for you to be eligible and apply for the program

  • let you use a loan to meet financial requirements to support yourself and your family in Canada (for your settlement funds)

Federal EMPP Application Process:

  1. Eligibility Check: Determining if you meet the eligibility criteria for the Federal EMPP, which typically includes holding refugee status, meeting language requirements, and demonstrating relevant skills or education.
  2. Apply for the Program: Once all required documents and information are secured, a complete application will be submitted on the respective IRCC portal.
  3. Selecting Process: Once the application gets assessed and reviewed, successful applicants will receive an invitation to apply (ITA) for Permanent Residency.
  4. Permanent Residency Application: Once the ITA is received and all necessary documents are gathered, the application for permanent residency is submitted.
  5. Approval and Confirmation: If your application gets approved, you will receive confirmation and guidance on how to complete the final steps, including medical examinations and police clearance.

  6. Travel to Canada: Once approved, you will be issued a visa or other travel document (depending on your situation in your host country). Prepare for your move to Canada, considering housing, employment, and other essential arrangements.

  7. Access Settlement Services: Upon arrival in Canada, you'll have access to settlement services to help you integrate into Canadian society, including language training, job support, and cultural orientation.

This includes access to resettlement services, language training, and community integration programs.
